The SB/DVBE Option

Because BEAR is a certified Small Business, a California state agency can use the SB/DVBE Option (Government Code sections 14838.5 and 14838.7) to award it a contract above $5,000 and below $250,000 after obtaining price quotes from two certified small businesses, without a formal solicitation. That range fits a single-regulation SRIA, a threshold assessment or a focused economic study.

On competitively scored state solicitations, certified small businesses also receive the small business preference, worth five percent of the highest-scored non-small-business proposal.

BEAR as your economics subconsultant

  • What BEAR brings. Economywide (CGE) modeling, Standardized Regulatory Impact Assessments, fiscal and economic impact analysis, and census-tract spatial analysis.
  • Small business participation. A certified California Small Business (Micro) on your team counts toward SB participation goals on state contracts.
  • Teams BEAR has worked on. Aspen Environmental Group (California ISO SB 350 study, 2016), Landell Mills (ADB TA-9916, 2021 to 2023), California State University, Sacramento (California Privacy Protection Agency SRIA, 2024), and Ochir Consulting (ADB Mongolia).
  • Early is better. Send the solicitation or the forecast notice when it appears; BEAR can supply a scope, budget, resumes and project sheets for its part.
